We got this from an electrician who said he sees this so much on the job. It is a disconnect switch for a gas furnace in a basement. This is clearly either the heating guy trying to make it work with what he has on the truck, or...
just a do- it- yourselfer! We would find it hard to believe that any electrician would be proud of doing that.
